    "The year is 2050. The country has been undersiege for several years by a large violent street gang called ‘The Mutants’, who use excessive violence against their enemies (which includes murder). 'The Mutants' have been forced to disband after their leader was captured and sent to prison due to Batman. Batman is pro-justice, a supporter of proportional violence, and has a strict no kill policy. 2/3s of the gang now become a group called the ‘Sons of Batman’ with no prompting to do so from Batman himself. The ‘Sons of Batman’ have decided to patrol the streets and fight crime. They still intend to use their most violent tactics, but only on people deemed criminals by Batman."

    Vigilantism is the private enforcement of state laws. The legalisation of vigilantism would allow proportionate responses to crime by individuals and communities. For example, reasonable incapacitation to make a citizen's arrest (and taking them to a local police station); surrounding the home of a violent offender to enforce a house arrest; etc. Disproportionate responses (e.g. killing a drug dealer, not in self-defence) would not be encompassed under this policy.

    Eye in the Sky” surveillance involves constantly flying inaudible drones over large areas (say, 30 square miles). The drones take pictures of the entire area constantly. Images are stored electronically such that police can essentially turn back the clock at the location of a crime and look at where people came from or went to, potentially providing valuable clues toward solving these crimes. The image resolution does not allow for identifying individuals or reading license plates.
