    You are a top artificial intelligence engineer at a leading AI firm developing an experimental artificial intelligence called “Horizon” using human brainwave data. Horizon produces continuous output indistinguishable from human thoughts. You have run a series of tests on Horizon and believe it to be indistinguishable from a human consciousness and several times as intelligent. You have voiced your concerns to your firm's management team, but they still intend to use Horizon to power a new AI product.

    C) The "SoulVault" is a chip that is implanted in each person's brain at birth and records all their memories and thoughts. It also bifurcates these moments in boxes based on how the person perceived these moments emotionally (e.g. happy box, sad box, etc.) The contents of this chip are not accessible to anyone, including the person while they are alive. As soon as they die, the contents of the chip are made accessible to their heir. Once viewed, memories self-erase and the contents cannot be accessed ever again. The contents of the chip can also not be copied or recorded using any external device.

  • This House prefers a world in which all individuals undergo the "test" at the age of 25.

    For the purpose of this debate, the "test" is an immersive and psychologically realistic simulation where individuals experience tailored scenarios presenting ethical challenges, forcing them to confront their moral flaws. They would "pass the test" by demonstrating through their choices a reliable understanding and application of empathy and ethics in the face of those challenges. When individuals make the wrong decisions in the simulation, they "fail the test", and are granted an unlimited number of retries, for which their memories of previous attempts are wiped. Although specific memories are wiped, the simulation facilitates learning at a subconscious or foundational level, gradually improving the individual's inherent ethical responses. These simulated experiences, however long or intense they may feel to the individual, take only a split-second of time in reality. Individuals only wake up from the simulation after passing the test.

The technology involves the collection and transmission of brain data to external platforms managed by private entities, and is currently undergoing clinical trials to evaluate its feasibility and safety.

    For the purposes of this debate, an 'AI State' is a mode of governance fully administered by an advanced Artificial General Intelligence (AGI) system. This system holds authority over legislative, judicial, and executive functions. It is responsible for generating laws, setting policies, allocating budgets, resolving legal disputes, and overseeing enforcement. Human political representatives, civil servants, and judges no longer play decision-making roles. The AI system continuously updates its outputs based on data input from the population, the environment, and other relevant sources. Parameters and design protocols were established during the initial transition period but are no longer actively modified by humans.
