To get a resource consent, a project must recognise and account for possible effects on the environment, nearby communities, and Māori. Rather than local council considering the application and granting the resource consent, a fast track approvals process allows companies to apply to a group of three Cabinet Ministers instead. The Ministers get recommendations from a group of experts, but make the decision themselves. It is also more difficult to appeal the decision in court.

    North Sentinel Island is an island that is legally a part of India. Ever since the 19th century, an Indigenous tribe called the Sentinelese have been inhabiting the island. The Sentinelese prefer to be left alone without contact with people from India and around the world, and have killed many people (including tourists) who have approached them. The last time someone not from the island has had a friendly encounter with the Sentinelese was 25 years ago. You are an archaeologist who specializes in isolated communities. You have access to equipment that will keep you safe from being killed, e.g. reinforced vests. If they try to kill you on sight they will fail because of your equipment.

  • That the UN should militarily liberate West Papua unless Indonesia agrees to a UN overseen independance referendum

    In 1969, a plebiscite was held to determine whether West Papua would be an independant nation or a province of Indonesia. While the UN was supposed to provide oversight under the New York Agreement to ensure a fair vote, the actual vote featured a little over 1000 Indonesian selected delegates, who voted unanimously to be a province of Indonesia. The result was recognised by the international community and West Papua became a province of Indonesia. Since then, Indonesia has been fighting a low level insurgency in West Papua. On December 1st 2018, the West Papua National Liberation Army killed 19 Indonesian civilians and a soldier in the Nduga massacre prompting resprisals. Since the violence escalated, between 60,000 and 100,000 people have been internally displaced. UN Special rapporteurs have confirmed allegations of extrajudicial killings (including of young children), enforced disappearance, torture, inhumane treatment and the forced displacement of at least 5,000 indigenous Papuans by security forces between April and November 2021.

    Social science research involving human subjects requires ethics approval from an ethics board. Projects may be classified as low risk or greater than low risk. Greater than low risk projects require a lengthy and complex approval process. Research projects can be classified as greater than low risk because they will engage with participants about potentially sensitive topics such as mental health or illegal activities, or because the project will engage with people from groups deemed to be inherently vulnerable. In Australia, any projects involving Indigenous people as research subjects are automatically classified as greater than low risk.
