In 2018, the World Health Organization (WHO) constructed strict recommendations on institutional, national, regional and global governance mechanisms for human genome editing (e.g. the establishment of a database of all ongoing clinical trials involving human genome editing). The WHO recommendations were a consequence of the He Jiankui controversy, involving the unprecedented and unregulated birth of twin "designer babies". Currently, experiments on human genome editing do not require WHO approval, and are instead overseen by domestic laws and regulators (e.g. the Human Fertilisation and Embryology Authority (HFEA) in the UK).
