  • That we prefer the dual-structure model to the single-structure model for student unions in higher education institutions

    Infoslide

In some higher education institutions, student unions operate under a single-structure model, where one student organisation is responsible for political advocacy (e.g. student representative councils, student rights), but the insitution's adminstration is responsible for service provision (e.g. clubs, events, campus facilities). Other institutions use a dual-structure model, where one student run body handles advocacy, while another separate student body manages service provision.

A progressive user-pays system provides government loans to individuals to access services. • That horizontal fiscal equalisation in Australia should cease equalising based on the cost of public services and only equalise based on revenue raising capacity

    Infoslide

State governments in Australia do not impose income taxes, but are responsible for the majority of government expenditure. Consequently, the Australian Government transfers tax revenue to state and territory governments. These transfers are subject to 'horizontal fiscal equalisation' which redistributes more funds to states with a lower capacity to raise revenue or a greater cost burden of providing public services.
