CAP has evolved into a specific welfare system characterized by subsidies and the protection of European agriculture from foreign competition. Subsidy payments are primarily based on farm size, which means the largest farms receive the majority of the subsidy funds. For decades, CAP has been one of the largest budget items of the EU. Over 70% of this money is distributed as direct payments to farmers. However, agriculture represents a very small sector in the EU economy, accounting for approximately 1.4% of the EU's GDP and no more than 5% of the GDP of any of the 27 member countries. Meanwhile, the environmental impact of European agriculture is disproportionate to its economic contribution.
