Consociational governance refers to a model where political power is deliberately shared among distinct social groups—such as those divided by ethnicity, religion, or language. It often includes mechanisms like group- based representation, mutual vetoes, segmental autonomy, and coalition governments to ensure each group participates in state decision-making. Centralist governance refers to a system where political authority is concentrated in a single, unified central government. Decision-making power is held primarily at the national level, and regional or local units have limited autonomy. Centralist models typically emphasize uniform policies and institutions across the entire state. Both models are used around the world in varying forms depending on a country’s historical, social, and political context.

    For the purposes of this debate, an 'AI State' is a mode of governance fully administered by an advanced Artificial General Intelligence (AGI) system. This system holds authority over legislative, judicial, and executive functions. It is responsible for generating laws, setting policies, allocating budgets, resolving legal disputes, and overseeing enforcement. Human political representatives, civil servants, and judges no longer play decision-making roles. The AI system continuously updates its outputs based on data input from the population, the environment, and other relevant sources. Parameters and design protocols were established during the initial transition period but are no longer actively modified by humans.

    Turkey’s ruling Justice and Development Party (AKP) is led by current president Recep Tayyip Erdoğan and has declared intentions for Erdoğan to run for a fourth term, despite constitutional term limits. A constitutional amendment requires 360 out of 600 seats in parliament, of which AKP and its allies currently have 321. Erdoğan recently jailed İmamoğlu, the nominee for president from Republican People’s Party (CHP), the second largest political party (146/600), which has been met with popular protest. The Peoples’ Equality and Democracy Party (DEM) is Turkey’s third-largest political party and has been historically pro-Kurdish. Kurds have experienced high levels of political oppression in Turkey, such as political bans against Kurdish parties and the denial of basic human rights to citizens of Kurdish origin. In the 2023 election, DEM endorsed the CHP's presidential candidate. The DEM is the only party that might ally with AKP and has the requisite number of seats (57/600) in parliament to enable changes.

They are controlled and ruled by an oppressive central authority called the Capitol, which is inhabited by wealthy elites. Every year, the Capitol hosts a nationally televised event called the Hunger Games: where a pair of teenagers from each of the 12 districts are put into an arena and fight to the death. The survivors are proclaimed Victors, who are highly rewarded by the Capitol with material success and are celebrated by its citizens. However, the public actions of the Victors are heavily restricted by the Capitol. Recently, there has been a prominent underground civilian rebellion throughout the 12 districts, who aim to revolt against the Capitol’s oppression. The civilians have reached out to the Victors to join their cause.
