    For the purpose of this debate, the "test" is an immersive and psychologically realistic simulation where individuals experience tailored scenarios presenting ethical challenges, forcing them to confront their moral flaws. They would "pass the test" by demonstrating through their choices a reliable understanding and application of empathy and ethics in the face of those challenges. When individuals make the wrong decisions in the simulation, they "fail the test", and are granted an unlimited number of retries, for which their memories of previous attempts are wiped. Although specific memories are wiped, the simulation facilitates learning at a subconscious or foundational level, gradually improving the individual's inherent ethical responses. These simulated experiences, however long or intense they may feel to the individual, take only a split-second of time in reality. Individuals only wake up from the simulation after passing the test.

    For the purposes of this debate, an 'AI State' is a mode of governance fully administered by an advanced Artificial General Intelligence (AGI) system. This system holds authority over legislative, judicial, and executive functions. It is responsible for generating laws, setting policies, allocating budgets, resolving legal disputes, and overseeing enforcement. Human political representatives, civil servants, and judges no longer play decision-making roles. The AI system continuously updates its outputs based on data input from the population, the environment, and other relevant sources. Parameters and design protocols were established during the initial transition period but are no longer actively modified by humans.

    Turkey’s ruling Justice and Development Party (AKP) is led by current president Recep Tayyip Erdoğan and has declared intentions for Erdoğan to run for a fourth term, despite constitutional term limits. A constitutional amendment requires 360 out of 600 seats in parliament, of which AKP and its allies currently have 321. Erdoğan recently jailed İmamoğlu, the nominee for president from Republican People’s Party (CHP), the second largest political party (146/600), which has been met with popular protest. The Peoples’ Equality and Democracy Party (DEM) is Turkey’s third-largest political party and has been historically pro-Kurdish. Kurds have experienced high levels of political oppression in Turkey, such as political bans against Kurdish parties and the denial of basic human rights to citizens of Kurdish origin. In the 2023 election, DEM endorsed the CHP's presidential candidate. The DEM is the only party that might ally with AKP and has the requisite number of seats (57/600) in parliament to enable changes.

    Panem is a fictional dystopian state divided into 12 economically poor districts. They are controlled and ruled by an oppressive central authority called the Capitol, which is inhabited by wealthy elites. Every year, the Capitol hosts a nationally televised event called the Hunger Games: where a pair of teenagers from each of the 12 districts are put into an arena and fight to the death. The survivors are proclaimed Victors, who are highly rewarded by the Capitol with material success and are celebrated by its citizens. However, the public actions of the Victors are heavily restricted by the Capitol. Recently, there has been a prominent underground civilian rebellion throughout the 12 districts, who aim to revolt against the Capitol’s oppression. The civilians have reached out to the Victors to join their cause.

    Panem is a nation with 12 districts, ruled by a dictator. The population of Panem is divided into these districts based on class hierarchy. For instance, District 1 has the wealthiest individuals, District 2 is comparatively less wealthy than District 1, and District 12 has the most underprivileged people. In Panem, there are two historically popular games. The first is the Hunger Games, where 25 participants from each district are chosen via voting and are left in a wild environment where their ability to survive is tested. The gamemasters design multiple threats to ensure that most participants die, and the last one remaining is given a seat in the dictator's court and an opportunity to move to District 1. The second is the Quid Game, a variation of the original Squid Games where 400 participants are randomly selected from the entire nation of Panem, all of whom play popular children's games. There are 10 games, to be played in increasing order of difficulty. Those who fail to complete these games are killed on the spot by the gamemasters. The wealthy can place bets on the game, and all the money collected from these bets is given to the survivors. If more than one person survives after all 10 games, the amount is divided equally among the survivors.

    The Gacaca courts were a form of community-based courts that were implemented in Rwanda after the 1994 genocide to try individuals accused of committing war crimes. Victims may give speeches about their experiences and ask questions to the accused. The accused were encouraged to take responsibility for their actions and offer apologies before the community would decide the punishment. Gacaca courts were traditionally led by prominent members of the affected communities who usually do not have legal backgrounds. For the purposes of the debate, the Gacaca courts will not substitute formal tribunals for high-ranking militia.
