  • This house believes that the Black Lives Matter movement should campaign for abolishing rather than defunding the police

    The Black Lives Matter (BLM) movement is a social and political movement which protests institutional racism with a particular focus upon protesting racially motivated violence against African Americans by the police. In 2020 parts of the BLM movement began campaigning for the defunding of police. If successful defunding the police would mean that law enforcement budgets would be dramatically cut with fewer police officers. Ideally these budgets would be reallocated into public institutions. Other parts of the BLM movement believe that the police should be abolished altogether. If successful abolishing the police would mean that current law enforcement systems would be replaced entirely by alternatives to policing. These alternatives to policing may include a greater focus upon preventative measures through public health initiatives and community-based organisations and different approaches to conflict management through for example community patrols or ‘peace officers’ specialist crisis response teams or community mediation.The BLM campaign for defunding the police has had moderate success with a number of American cities decreasing funding to law enforcement agencies such as in New York Los Angeles and Minneapolis.

    Raymond Reddington, a former U.S. Navy officer who later topped the FBI's list of most notorious criminals, voluntarily surrendered to the FBI after decades of successfully defending his independence from the FBI, CIA, Interpol and many other agencies. He told the FBI that he had compiled a list of the most dangerous criminals in the world, which he had compiled over the years, and that he was willing to inform the FBI about their activities in exchange for immunity. In addition to impunity, the FBI must be allowed to continue its criminal operations and, in many cases, assist, as it must maintain contact with the criminal underworld by maintaining its criminal identity in order for the information on that list to be accurate. At the same time, no one will know that Reddington has such an agreement with the United States government.

    Ayon works as an undercover officer for the police and only his handling officer knew his identity. He provided information to the police about their misdeeds by associating with the local gangs. Due to this many times the police could catch the big criminals but his identity was always kept secret. At one point, the criminal gang suspects him of being an officer and gives him the option to either kill a policeman and remain loyal to the criminals or the criminals will kill him.
